BEMSCA Transparency Mark™

The BEMSCA Transparency Mark™ recognises structured commercial transparency in the pricing, allocation and governance of Building & Energy Management Systems (BEMS).


Accreditation confirms that a contractor has demonstrated compliance with the published BEMSCA Transparency Mark™ Standard.


It does not certify pricing competitiveness, technical performance, or project delivery capability.

Accreditation Levels

Accreditation is awarded at one of three levels, based on assessment against defined transparency criteria.

Foundation Seal

Foundation

Demonstrates baseline structured transparency in pricing and allocation methodology.

Foundation Seal

Structured

Demonstrates consistent and documented commercial transparency across pricing, controller allocation and governance controls.

Foundation Seal

Enhanced

Demonstrates extended transparency maturity, including strengthened documentation, allocation clarity and governance depth.

The accreditation level awarded is determined by assessment outcome. Applicants may apply for any level; final determination is evidence-based.

What the Assessment Covers

Accreditation assesses structured transparency across five core pillars:

  • Open pricing structure and IO traceability
  • Controller allocation methodology and utilisation disclosure
  • Margin and mark-up disclosure bands (confidential)
  • Software and licence transparency
  • Commercial governance and variation controls


Assessment is document-based and evidence-led.

Accreditation Process

  1. Application submission
  2. Evidence review against the Transparency Standard
  3. Structured scoring
  4. Accreditation report issued
  5. Certificate and public register listing (where granted)


Accreditation is valid for 12 months, subject to annual review.

Fees

Accreditation fees are proportionate to company size and complexity.


Fees reflect independent assessment, structured scoring and ongoing governance of the Scheme.


All fees are exclusive of VAT.

Annual renewal includes proportionate reassessment and confirmation of continued compliance.

Transparency & Independence

BEMSCA operates under a published governance framework including:

  • Scheme Rules & Governance Charter
  • Conflict Management and Information Segregation procedures
  • Revenue Concentration Policy
  • Oversight Panel Terms of Reference
  • Suspension & Appeals process


Accreditation decisions are evidence-based and subject to structured review.

Public Register

Accredited contractors are listed on the BEMSCA public register for the duration of valid accreditation.

The register confirms:

  • Accreditation level
  • Validity period


No commercially sensitive information is published.
