What Independence Means in Practice

When acting in an independent review or validation capacity, BEMS Cost Assurance Limited:

  • Does not design, supply or install BEMS systems
  • Does not represent manufacturers or product vendors
  • Does not prepare contractor tender submissions on the same project
  • Does not act on both sides of a procurement process


Our role is to independently assess scope, pricing logic and delivery assumptions on behalf of clients.

Two-Track Service Structure

Our business operates under a formally separated service model:


Track 1 — Independent Client-Side Validation

This includes:

  • Independent peer review of contractor submissions
  • Client-side cost validation
  • Procurement governance support
  • Commercial risk assessment


This is our primary service offering and is subject to strict independence controls.


Track 2 — Contractor Commercial Support

This includes:

  • Bid preparation support
  • Estimate structuring
  • Internal commercial review
  • Submission presentation support


These services are not assurance or validation services and are not delivered on projects where we are acting in a client-side review or advisory capacity.

Conflict of Interest Management

All engagements are subject to formal conflict screening prior to acceptance.

This includes review of:

  • Existing commercial relationships
  • Active project involvement
  • Client and contractor overlap
  • Supply chain associations
  • Previous advisory roles


Where a conflict is identified, one of the following actions is taken:

  • Engagement declined
  • Scope restricted
  • Alternative reviewer assigned (where applicable)
  • Conflict formally disclosed and managed


We do not accept work that compromises independence or creates perceived bias.

Engagement Separation Controls

To protect governance integrity, the following operational rules apply:

  • We do not review projects where we have provided contractor commercial support
  • We do not provide bid support to contractors competing on projects where we advise the client
  • Engagement teams are not shared across conflicting projects
  • All client-side reviews are conducted under formal scope, reporting and version control procedures
